Developed by Toby Whithouse and produced by Quay Street Productions, the series centers on a high-flying inner-city police officer sent to a remote island. The production utilized the atmospheric landscapes of the United Kingdom to depict the fictional St. Jory, creating a high-stakes folk horror environment. The narrative was constructed to unravel a specific cult-related mystery, ensuring that the central investigation reached a definitive end within the allotted timeframe.

The creative team prioritized a closed-ended structure to maintain the tension of the folk horror genre, which relies heavily on a building sense of dread and a final revelation. By focusing on a singular case involving the True Way cult and the disappearance of a local boy, the writers avoided the procedural format common in long-running crime dramas.
